Message	They have been SO easy to deal with I can't imagine the city just shelling out the cash. They haven't even seen it in person! I think it's the contractor because to them, this is a minor cost when it could have been something much bigger like a personal injury claim. They might just say they lost a truckload of something to explain the cost.
